right now on "andrea mitchell reports," connecticut takes a stand. just moments ago, governor dann malloy signs one of the toughest gun safety laws in the nation in a state still reeling from the newtown tragedy. >> we have come together in a way that relatively few places in our nation have demonstrated an ability to do. in some senses, i hope that this is an example to the rest of the nation. certainly to our leaders in washington, who seem so deeply divided about an issue such as universal background checks, where the country is not divided itself. >> connecticut acts as president obama is out west today, trying to pressure congress to act. >> this is not easy. and i'll be blunt, a lot of members of congress, this is tough for them.

town. to not being open up to the hill and not doing congressional relation vest well. >> i would argue no, but it's not worth fighting over. if they think that. >> well, i think given the inheritance we had when we came into office in this administration, we had an overwhelming imperative to restore american leadership. >> can you commit that you would release your tax returns if elected president of the united states? >> with regards to my tax returns? why time will tell. that's not something i'm planning today, but never say never. >> if you don't retake the house, have you thought about stepping down as leader? >> first of all, i premise whatever i do on winning. second of all, it's up to my caucus. >> are your campaign fortunes really tied to the success of the surge? >> oh, i think maybe that's probably the case. i wouldn't be surprised if that were a valid judgment.

do you think that i should be concerned about my political future? >> some people have said that you saw the bright lights from the national campaign and came back and it was very hard to readjust to the nitty-gritty work of -- >> you mean the fish slime and the dirt under the fingernails and stuff? >> isn't it up to the united states to lead the world? and to be much stronger and proactive in their policy? >> the united states should do everything in its power as should the rest, it should be able to bring in the rest of the international community. >> the idea of taking 50 million people out of -- hunger and poverty over the next ten years? if that's possible, wow, after the stuff we've done on aids and malaria, you know, it gets you, that's a reason to get out of bed, mr. president. >> and to sing. >> and to sing. good day, i'm andrea mitchell live in new york. while americans wait to see what

new safety laws come out of washington, there's a lot of action going on in the states. many making access to guns easier, while a few are moving closer to enacting tougher controls, joining me for our daily fix, chris cillizza, msnbc contributor and managing editor of postpolitics.com and washington bureau chief susan page and "washington post" editorial columnist, ruth marcus. here we are on a precipice, with a gun debate. the president out west. chris, the president is arguing that the congress needs to do more and around the country we're seeing states, except for connecticut and now maryland moving toward loosening the gun laws. >> you know, andrea, maryland is a little bit of an exception, i would say the two big high profile states that we've seen move towards more strict gun control regulations are connecticut and colorado. what do those two states have in common? very, very high-profile close to home incidents of mass violence

committed with guns, particularly in connecticut, a very recent, still very raw episode in newtown, connecticut. and what that suggests is that in places where it is close to home, where it is community where you feel it still, where it doesn't leave the news, after a week or two weeks, that that's where you're more able to move legislation that limits gun control. that limits people's gun rights. the problem with that, though, andrea is that thankfully we don't have in every state a huge high-profile incident like this. which means for a lot of people in states that are not close to these states, don't have a relative living there, some of the impetus to act now, is just less. >> boy did connecticut act. let's take a look at the new connecticut gun law. because it not only has universal background checks for firearms, it expands the existing assault weapon ban, bans the high-capacity clips of

more than ten rounds, restricts current high-capacity clip owners. susan page, this law is actually in line with what we're seeing in the polling. there's a new quinnipiac poll out today for registered voters, it has among independents, i think 91% support. let me take a look at those numbers, again, among democrats, 91% support it. 88% and 96% among independents. strong support for gun safety. >> what may be shocking is not that, that we're having such, there's president obama is having such trouble in getting a strong gun law through congress, but that it's not shocking to us, given the levels of public support. because it just reflects the power of the nra and the pro gun lobby in washington. the connecticut law is a very tough law. connecticut already had pretty tough gun laws. it's a place where you might expect them to have them. the colorado example is more interesting, a state with a lot

of gun owners and a lot of support for gun rights. they've had two of these terrible tragedies. the columbine high school tragedy and the one in aurora at the movie theater, that they have moved on a pretty tough gun legislation. but this has not improved the prospects for a big law getting through here in washington. i think we all expect at best, a law that bans straw purchases and that perhaps expands background checks. but maybe not even that. >> ruth marcus, i want to ask you about hillary clinton. we're going to see her tomorrow morning at women in the world. we saw her at vital voices the other night where she has always gone and has been a superstar. and again at women in the world, the summit going on today, tonight and tomorrow here in new york city. now james carville has joined the superpac, the ready for hillary superpac, the most high-profile hillary person to sign on to this group. >> ruth marcus, i thought you

were running a clip from james, i apologize. and happy 5th. >> thank you very much. >> i'll try to do better. so we all thought, secretary clinton told us she was going to take time off and clean her closets and get some rest. and i guess we're done with that. how interesting is it that when you're a clinton, you just have to kind of keep moving forward and being out in the world, she's also has a book deal that's about to be announced if it hasn't already been announced. how interesting is it that james carville is doing this super pack because he certainly isn't doing it over her objections and i suspect if they didn't talk directly he knows that it's not, she's not averse to that. so little sign there of what might be coming. >> certainly a sign that she's keeping it all together, the team in case she decides to run. and also keeping the donors, and that's a very big signal to

prospective competitors. >> right and you know, they're already to be kind of activated, both the aides and the donors and it's sort of interested in knowing whether it's coming or not. >> ruth marcus, thanks so much. and susan page and chris cillizza. thank you all. that's my a team. meanwhile nbc news has confirmed the movement of a medium-range miss toll the eastern part of north korea this while u.s. forces have moved missile defenses to guam. nbc chief foreign current, richard engel is live in seoul. richard, we're seeing the first redeployment here, it's one, one missile battery. it does indicate that perhaps this is more than just bluffing, it's very hard to read the tea leaves. >> intention is one of the most difficult things to do, to understand, what we do know is that this missile has been moved to the east coast the north korea, that it has a range of maybe 2,000 miles.

japan is very worried, since if you look at the geography, the missile is pointing pretty much towards japan. there could be a test firing in the waters around japan and there would be another escalation. would this then be over? or does north korea have something more in plan? than we don't really know. but there is growing concern in the region that it is not just rhetoric any more. they closed that economic zone, which was a real action hurting themselves mostly. but taking a step and now moving weapons, it's beyond rhetoric. >> one of the things that they threatened and there's bane lot of bluster, they did threaten to use tactical short-range nukes, which they are armed with on the border, they're forward deployed and they're really along the dmz, only miles away from each other. the 800,000-man north korean army and 20 million or more people living within very close

range. >> they threatened to use a small, sophisticated device and implied they would be using it against the united states. don't have that kind of capacity, but certainly here, seoul would be in range. but you wouldn't know it when you walk around, talking to the people in south korea today. they are trying to offer some advice to americans saying yes, this is dangerous, the north korean regime is very strange, very paranoid, very aggressive. but we in south korea have seen this kind of thing before and don't give it too much credence, don't be pannished, be strong with them. but do the best you can to go about your lives and as churchill used to say, stay strong and carry on. that's the impression they're trying to give here. >> important not to overreact. thanks so much, richard engel in seoul. and today, egypt is trying to downplay charges that it is trying to silence a wildly popular tv comedian and satirist

known as egypt's jon stewart. after issuing an arrest for basram youssef who is out on bail for criticizing egypt's president morsi. youssef told nbc that he's taking the headlines in stride and refusing to change. >> people have said that you are carrying the torch of free speech for egypt. giving a lot of very significant -- >> i would love to be called any of these things. i mean at the end of the day it is a political satire show, we try to talk to people in a different tone, in a different style of things. i mean if you watch or television that's a lot of talk shows and people talking straight. so we just take people outside of that zone. >> this has caused a lot of amusement on both capitals and some concerns.

ayman joins me now, i want to talk about this interview. the level of ridicule involved in this. we've seen jon stewart blasting president morsi for what he has done. but at the same time, there is a more serious situation here. which sin creasing censorship and increasing crackdown on free expression by the muslim brotherhood and the new regime. >> that's absolutely correct. in fact you know, youssef is perhaps the most high-profile case, but he's one of several media personalities and activists who have been called in by the country's authorities and have really been read the riot act and in some cases brought for investigations and questioning and had to pay a substantial amount of bail, close to $3,000 in some cases. really the underlying tone here is that critics say and human rights organizations say the government is not doing enough to protect freedom of speech. but there is an important argument that is being made by the government. and that is, in egypt's complicated legal system,

private citizens are allowed to bring cases against individuals who may have offended them and that's exactly what has happened with this case. he's being charged by a private citizen and that's why the presidential office is distancing itself from the case. but there are critics who say there's no way the general prosecutor would have brought these charges against youssef or allowed the case to go forward, had he not had some kind of tacit approval from the leadership of this country. it is very convoluted. but nonetheless, it is an example of the shrinking freedom of expression in egypt. >> ayman mohyeldin, thank you very much. coming up, why is gun control legislation stalled in congress? congressman peter king joins me next on "andrea mitchell reports." took a deep dive into the cross tabs of around around and here's what we found out, it's five years, it's 250 days a year, despite her best efforts,

her. >> andrea we love you. >> you're the best. >> you guys. thank you. i love you back. that was a surprise. a lot of sneaky action by the producers today. thank you all very much. meanwhile on a serious subject. connecticut and maryland now as we've been reporting set to approve some of the nation's toughest new gun laws, joining a growing list of states ha have pass the gun control legislation after newtown. nearly four months after the shooting at sandy hook why congress backing off even popular measures like background checks and controlling straw purchases. joining me is congressman peter king. you've got your experience on the homeland security committee where you've been a leader. tell us what has to happen before republicans and democrats, because red state democrats are in the same position, they're all running scared. >> yeah. i'm working on a number of gun

control measures across the board. can congressman mike thompson of california, congress woman carolyn mccarthy. background checks, straw purchases, on various aspects of the gun issue, i the fact is i find when you get to other parts of the country, you get beyond the northeast, i don't even -- there's a culture where people are very suspicious of the government getting involved in any sort of gun regulation. you mentioned on the background checks. senator schumer has been trying to work out an agreement with senator coburn and there's a real question of how much background checking you're going to have, how intrusive is the government going do get? again i support the background checks, i would vote for the legislation, but it really is almost a cultural issue in many parlts of the country as to the virtual sanctity of the right to possess weapons and out of fear

that the government is somehow trying to take away or put you on a national registry list and is going to target you somehow. it's difficult. coming from the northeast where basically the only ones i know who had guns were cops, hunters and bad guys. but in other parts of the country, it's very, it's very much part of the culture, you have, what are we, 200 million guns in the current country? which is more than the number of adults in the country. >> while we've been focusing so heavily on the nra. according to the "wall street journal" today and the "the new york times," more states are moving to relax gun laws and "the new york times" has a report on the gun owners of america. how do you feel the impact is as a member of congress and you walked the corridors, are on the floor every day. what are members saying impact of lobbying groups such as that. >> it's no doubt in many districts the nra is looked on as an extremely legitimate lobbying organization. even without the nra or the gun

owners of america, there's just a, a real strong body of support in these districts around the country to keep gun laws the way they are. if anything, even to weaken them somewhat. obviously the nra is effective. the gun owners of america is effective. i don't deal with them myself. the fact is they are effective. even without that, i just think there's again, there's many people in this country certainly those who come out and vote in the primary, very much opposed to any significant change in gun legislation. i want to you ask you about the attacks on law enforcement officials, the tragedies in colorado and texas, there seem to be a rash of attacks on law enforcement officials. is something going on here? i know the fbi doesn't have a real suspicion of how it's contact connected. there's been a lot of theories, we shouldn't go into theories that haven't been established. but what do you think and what do you hear is going on?

>> that's all i have is theories, i have no factual information on this. other than what's in the public record. i think there is a growing movement in this country which is anti-law enforcement, anti-authority. whether we're talking about sovereign citizens groups, aryan nation. how significant it is, i was talking to a reporter who was working on the case in texas, he doesn't know if we're talking about a specific group or some maniac operating out of his restaurant. there's a growing amount of support for it. it is still very small. for this type of violent reaction against government. >> congressman peter king, thank you so much for being with us today. >> happy fifth. >> thank you. coming up we talk to mark kelly, husband of former congresswoman, gabrielle giffords, about their effort to control guns. oh, he's a fighter alright.

as president obama campaigned for gun control, not far from the scene of the aurora, colorado shooting, former congresswoman, gabrielle giffords, made a personal appeal for congressional action. writing in an op-ed in the aurora sentinel, like most americans i'm sick of the in-fighting in washington, i want to see our strong, independent voices in congress come together to solve problems. joining me from tucson, arizona, captain mark kelly, husband of former congresswoman gabrielle giffords. the couple now leads americans for responsible solutions, a national effort to reduce gun violence. first of all, thank you very much for being with us. and thank you for everything you're doing. tell me, how frustrated are you and congresswoman giffords at the inactions so far. four months after newtown? so far inaction. but you know, there's certainly a path to success here with the universal background check. with gun trafficking. for help getting these mental

health records into the system. i mean it's a little bit frustrating, but sometimes you know, it is a frustrating process. and making legislation can be a slow and painful thing to do at times. there is broad support as you point out for background checks. we were pointing out, the new quinn pea yann yak poll shows 91% of voters support universal background checks, that includes 88% of gun owners like yourself and your wife. so where is the disconnect here? it seems as though the action on the hill is losing steam. >> i don't know if it's losing steam. i'm talking to senators each and every week and there's an effort to get this done. they want to get it done. even conservative republican senators know that you know, we have a problem. and there's a solution and that solution is a universal background check. i mean you're right, gun owners support this 90-something% of americans support this and 74%

of nra members support the universal background check. it's the one thing we can do to make it more difficult for the criminals and the dangerously mentally ill to get a gun. >> in the widely circulated video you and gabrielle giffords demonstrated just how easy it is to go through this. in your video showing first of all it only took a few minutes to go through the background check. let's play it. >> it's very easy to do to wait five minutes. we have to make sure that everybody has a background check before getting a gun. to make sure that criminals and the mentally ill can't get a gun. >> universal background checks. >> yes, very important. >> very important. >> she looks great, i know it's a slow and painful process and a lot of work goes into it. >> gabby is doing great and she'll really motivated to do whatever it takes to get this done. you mentioned a few minutes, it took about five minutes and 36

seconds to do a background check, to walk out the door with a gun. and that is you know, that's not, that's not a burden for anybody. so we need to make sure that 40% of the guns sold without a background check, that that changes. we can't be selling guns, to criminals and the dangerously mentally ill at gun shows and over the internet. that's really a big mistake. >> there's been some criticism that the white house didn't show enough leadership that they took too long with joe biden's study. and that the president should have been out there more. he's out there today. he's been -- arguing that congress needs to do more. do you fault the leadership of the white house on this issue? >> you know president obama and vice president biden have been working hard on this issue. you say the president is in aurora today. where we had one of the most horrific mass murders in this country. he is sending a message that this needs to get done. our organization, americans for responsible solutions is working really hard, every single day, communicating with members of congress, communicating with

their constituents. there's no reason we shouldn't pass a universal background check now. >> if anyone needed any more reason the newtown parents have written in "u.s.a. today," about anna grace marquez green. she would have been seven years old today. in her name, they write, our message on ana's birthday is simple. let's stop squandering this potential. written by her parents, jimmy green and melba marquez green. >> i can't imagine the suffering of that family and all of other families of newtown and the families of the people you knew so well in tucson, as well as the suffering of your own wife. >> we see this happen again and again, gabby and i visited newtown in january and meeting some of the young couples, it was just a very, very difficult thing to do. we can't have 20 first graders murdered in their classrooms and

cannot think about the darkness. you have to go for the light. and build around the light. because otherwise everything is impossible. you know. everything is impossible. so you just have to go one step at a time and you help one life and you have many lives behind. >> what you have done in your own life and your foundation and your support for this summit, every year, you are a glass half full person. ky see that i'm asking you about all the negative things and what's going to happen. and i'm looking at what's happening in egypt to women. and really, troubling signs there. but you see the legacy of collective action and of mutual support and of bringing these women together. and of everything that you're doing. it's really remarkable. >> i mean you know, it is you know, listen, i just broke my arm, i am in a sling here, i am in pain with my shoulder. but i see these women and i say what am i complaining about, a
